Eni Set to Begin Construction of Biorefinery in Livorno

Eni has confirmed that it has received authorization from the Italian Ministry of the Environment and Energy Security, in collaboration with the Ministry of Culture, to proceed with the construction of Italy's third bio-refinery in Livorno. This approval follows input from the National Institute of Health and the regional government of Tuscany. The company had submitted its request for an Environmental Impact Assessment (EIA) in November 2022. The project, initially announced by Eni in January, will move forward once the Ministry of the Environment and Energy Security, in coordination with local authorities, grants the Single Authorization and associated building permits.

The new bio-refinery, which will utilize Eni's proprietary Ecofining™ technology, is expected to have an annual production capacity of 500,000 tonnes. The facility is set to be completed by 2026, marking a significant step in Eni's ongoing efforts to advance its decarbonization strategy. This project follows the successful conversions of two other industrial sites: Porto Marghera in 2014 and Gela in 2019. Eni’s broader strategy focuses on achieving carbon neutrality by 2050, with a key objective of expanding its bio-refining capacity through its Enilive brand. The company aims to increase bio-refining output from the current 1.65 million tonnes per year to over 5 million tonnes per year by 2030.

Preparations for the construction of the three new bio-refining plants in Livorno have been underway since January, and the designated areas are now ready for the next phase of development. Once operational, these plants will produce renewable HVO diesel, HVO naphtha, and bio-LPG, all sourced from renewable raw materials in line with the European Renewable Energy Directive.

The Livorno bio-refinery project is a cornerstone of Eni's commitment to sustainable energy solutions and aligns with the company's goal to reduce its carbon footprint while increasing its contribution to renewable energy production. The facility will play a vital role in scaling up the production of advanced biofuels, which are crucial for decarbonizing sectors such as transport and industry.
