The Kremlin has stipulated that the Black Sea deals will only take effect once Russian banks regain access to the international financial system, including the SWIFT network. Ukrainian President Volodymyr Zelenskiy, while acknowledging the agreements, refuted the Kremlin's interpretation, asserting that sanctions relief is not a prerequisite for their enforcement and that the truces should take effect immediately.

Both Kyiv and Moscow have expressed skepticism about the other's adherence to the agreements, emphasizing the need for robust guarantees. Russian Foreign Minister Sergei Lavrov stated that only a direct order from Washington to Zelenskiy could ensure compliance, while Zelenskiy warned that any violation by Russia would prompt him to request additional sanctions and increased military aid from the U.S.
