Singapore Selects Two Consortia for Ammonia Power Generation Project

The Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) have selected two consortia to advance to the next stage of evaluations. These consortia will propose low- or zero-carbon ammonia solutions for power generation and bunkering on Jurong Island.

The two consortia were chosen from an initial group of six, which had been shortlisted in 2023 to participate in a restricted Request for Proposal (RFP) following an Expression of Interest (EOI) issued in 2022. The bids were evaluated based on their technical, safety, and commercial merits. The leading consortiums are Keppel's Infrastructure Division and Sembcorp-SLNG, with Itochu Corporation, Nippon Yusen Kabushiki Kaisha (NYK Line), and Sumitomo Corporation as the bunkering participants. These two consortia will now advance to conduct engineering, safety, and emergency response studies for the proposed project.

In the next phase, we will select one of the two bidders to serve as the lead developer for the project. The chosen lead developer will be responsible for creating a comprehensive ammonia solution, which includes: (i) generating 55 to 65 MW of electricity through the direct combustion of imported low- or zero-carbon ammonia in a Combined Cycle Gas Turbine; and (ii) facilitating ammonia bunkering with a capacity of at least 0.1 million tons per annum (MTPA), initially for shore-to-ship bunkering, followed by ship-to-ship bunkering. Given the emerging nature of the technology and global supply chains, the Government will collaborate closely with the selected lead developer to ensure successful project implementation. We expect to announce the lead developer by Q1 2025.

The project is a component of Singapore’s National Hydrogen Strategy, introduced in 2022, which outlines the nation's plan to develop low-carbon hydrogen as a significant decarbonization pathway in its commitment to achieving net-zero emissions by 2050. A central focus of this strategy is to explore advanced hydrogen technologies that are nearing commercial readiness. Currently, ammonia stands out as one of the most technologically advanced hydrogen carriers, with a well-established international supply chain for industrial applications.

If successful, the project will establish Singapore as one of the first countries globally to implement a direct ammonia combustion power plant and advance the development of ammonia bunkering for international shipping. This will help unlock the potential of low-carbon ammonia as a viable low-carbon fuel.
