The Environmental Protection Department (EPD) and China Petroleum & Chemical Corporation (Sinopec Corp) signed a Memorandum of Understanding (MOU) on November 25 to collaborate on the development and application of hydrogen energy in Hong Kong. The agreement marks a significant step forward in Hong Kong's commitment to clean energy and sustainable development.

The MOU, witnessed by key officials including Secretary for Environment and Ecology Tse Chin-wan and Sinopec Corp Vice President Li Yuxing, was signed by EPD Director Samuel Chui and Sinopec (Hong Kong) Limited Director and General Manager Wu Qinggao.

The MOU outlines a comprehensive framework for cooperation between the two parties. Sinopec Corp will establish a green hydrogen production facility at a restored landfill site managed by the EPD. This facility will serve as a demonstration project, showcasing the potential of hydrogen energy in Hong Kong.

The hydrogen produced at the facility will be supplied to the local market, supporting various applications of hydrogen energy and fostering the development of a hydrogen economy in Hong Kong.

Sinopec Corp will collaborate with the HKSAR Government to raise public awareness about hydrogen energy, promoting its benefits and addressing potential concerns.

Both parties will engage in technical exchanges and share experiences to enhance their knowledge and capabilities in the hydrogen energy sector.

Secretary Tse emphasized that the MOU will position Hong Kong as a demonstration base for the national development of hydrogen energy. By showcasing the achievements of the national hydrogen energy industry, Hong Kong aims to raise public awareness of green hydrogen technology and its potential.

"Hong Kong will continue to leverage its distinctive advantages of enjoying strong support of the motherland and being closely connected to the world to facilitate the development of co-operation achievements in the hydrogen industry in the Belt and Road region," said Tse. "It is conducive to promoting the export of China's advanced green hydrogen technologies and products to acquire international market recognition and bolstering competitive advantages."

Sinopec Corp Vice President Li Yuxing expressed the company's commitment to leveraging its technological expertise to drive the development of green hydrogen in Hong Kong. "Sinopec Corp will fully leverage its technological advantages across the entire industry chain of green hydrogen production, storage, transportation and refuelling," said Li. "In collaboration with the HKSAR Government, they aim to make every effort to complete the green hydrogen project swiftly and put it into operation as soon as possible."

By joining forces with Sinopec Corp, Hong Kong aims to accelerate its transition to a low-carbon economy and establish itself as a regional leader in hydrogen energy. The collaboration between the two parties signifies a significant step forward in realizing the potential of hydrogen as a clean and sustainable energy source.
