China Launches World's Largest CO2-Based Polycarbonate Polyol Production Line

Anhui Putan New Materials Technology Co., Ltd. officially commenced operations of its groundbreaking carbon dioxide (CO2)-based polycarbonate polyol continuous production unit on April 9th in the Huainan Modern Coal Chemical Industry Park. This marks a significant step forward in the development and industrial application of carbon-negative new materials, positioning China at the forefront of sustainable polyurethane production.

The 300,000-ton annual CO2-based polycarbonate polyol project, invested and constructed by Hangzhou Puli Materials Technology Co., Ltd., represents the world's largest facility of its kind and China's first 10,000-ton industrial application production process unit for this innovative material. The total investment in the project amounts to approximately 2 billion yuan, highlighting the scale and ambition of this undertaking.

Upon reaching full production capacity, the project is projected to capture and utilize approximately 180,000 tons of CO2 annually, demonstrating its substantial contribution to carbon emission reduction. Furthermore, it is estimated to generate an annual sales revenue of around 7.5 billion yuan and contribute about 300 million yuan in annual tax revenue, while creating an estimated 400 new job opportunities.

The first phase of the project, inaugurated this week, covers 150 acres and involved an investment of approximately 600 million yuan. This phase has established a production unit with an annual output of 50,000 tons of CO2-based polycarbonate polyols, currently the largest single unit globally dedicated to this technology. Construction of this phase began in February 2023, and it successfully completed trial operations in January 2025. This milestone signifies the dawn of a new era for carbon dioxide-based polyols in the polyurethane industry, offering a sustainable alternative to traditional production methods. The first phase alone is expected to achieve annual sales revenue of 1.5 billion yuan, contribute around 60 million yuan in annual tax revenue, and generate 150 new jobs.

The second phase of the project will involve a further investment of 1.4 billion yuan to establish an additional production capacity of 250,000 tons of CO2-based polycarbonate polyols and propylene carbonate annually.

The significance of this project has been recognized at the national level. In March 2024, the first phase of the 300,000-ton annual production of carbon dioxide-based polycarbonate polyol project was included in the country's first batch of "Green and Low-Carbon Advanced Technology Demonstration Project List." Further endorsement came in August 2024 when the National Development and Reform Commission approved a special fund subsidy of 50 million yuan for the project under the "pollution control and energy conservation and carbon reduction" initiative. Additionally, on December 31, 2024, the company's "Carbon dioxide-based polycarbonate polyether polyol preparation technology" was selected into the "2024 Green and Low-carbon Product Technology and Supplier Catalog" by the Anhui Provincial Department of Industry and Information Technology.
