Canada Unveils Ambitious Plan to Lower Landfill Methane Emissions

Minister of Environment and Climate Change, Steven Guilbeault, recently announced the release of the proposed Regulations Respecting the Reduction in the Release of Methane (Waste Sector). These regulations represent a pivotal step towards mitigating methane emissions by mandating that landfills adopt rigorous measures to control methane and implement robust landfill gas-recovery systems. Methane, a potent greenhouse gas, is a byproduct of organic waste decomposition in landfills and contributes significantly to climate change. By requiring comprehensive methane management strategies, the proposed regulations aim to enhance environmental stewardship in the waste sector while aligning Canada with international climate commitments.

The proposed Regulations aim to establish a consistent regulatory framework across Canada, applicable to both publicly and privately owned landfills that receive municipal solid waste. This framework targets landfills projected to exceed specific methane generation thresholds, necessitating compliance with stringent methane concentration limits on the landfill surface. Additionally, operators must minimize methane venting into the atmosphere and promptly detect and repair methane leaks. These measures are designed to ensure that methane emissions are effectively controlled and reduced, thereby mitigating their impact on climate change and advancing Canada's climate goals.

To support affected landfills in meeting these regulatory requirements, the Canada Community-Building Fund plays a crucial role by allocating $2.4 billion annually to provinces and territories. This funding is earmarked for strategic investments in essential infrastructure, including solid waste management facilities. Communities can utilize this financial support to develop and implement advanced landfill gas management infrastructure projects. Such initiatives are instrumental in enhancing methane capture and compliance with the proposed Regulations, thereby minimizing environmental impacts and contributing to sustainable waste management practices nationwide.

The proposed Regulations are part of Canada's commitment to reducing methane emissions from landfills by approximately 50% by 2030 compared to 2019 levels. This ambitious target aligns with Canada's participation in the Global Methane Pledge, aiming for a 30% reduction in global methane emissions below 2020 levels. Moreover, these measures are integral to Canada's broader climate agenda, aiming to achieve a 40-45% reduction in greenhouse gas emissions from 2005 levels by 2030 and to attain net-zero emissions by 2050. Stakeholders, interested parties, and the public are encouraged to review the proposed Regulations and provide feedback by August 28, 2024, ensuring a comprehensive and inclusive regulatory development process.
