The agreement materialized during the visit of Cambodia's first deputy prime minister, Sun Chanthol, to China's National Centre for Research on Rubber & Tire Engineering Technology (NERCRAT). This official trip, conducted from January 5 to 8, served as the backdrop for the signing ceremony and discussions related to the planned joint ventures.

The primary objective of the Memorandum of Understanding (MoU) is to facilitate a cooperative effort to enhance and support key projects that align with the strategic priorities of both nations.
