Business Aviation SAF Coalition Calls for Uniform USDA Guidelines on Biofuel Feedstock Standards

A business aviation coalition has urged the Biden administration to adopt a consistent approach when developing rules to quantify and verify greenhouse gas emissions from various feedstocks used in producing sustainable aviation fuel (SAF). The coalition recommends following existing biofuel program methodologies, such as the Renewable Fuel Standard, to determine eligibility for tax incentives under the Inflation Reduction Act. These rules will be crucial in guiding SAF producers on how they can benefit from the Clean Fuel Production Credit.

The U.S. Department of Agriculture (USDA) is currently seeking public comments as it works on encouraging climate-friendly farming practices for SAF feedstock development. This effort aligns with the Biden administration's SAF Grand Challenge, which aims to produce 3 billion gallons of SAF annually by 2030. In a recent letter to the USDA’s Office of Energy and Environmental Policy, the Business Aviation Coalition for Sustainable Aviation Fuel emphasized the need for adaptability and flexibility in the USDA's framework. The coalition advocates for a performance-based approach, focusing on outcomes rather than restrictive lists of acceptable feedstocks.

The coalition expressed concern that without the right balance of flexibility in the greenhouse gas rules, the U.S. may struggle to meet the ambitious targets set by the SAF Grand Challenge. They highlighted the importance of leveraging the existing scale and capabilities of U.S. agriculture, particularly sustainable crop-based feedstocks, to achieve these goals.

As the USDA finalizes these greenhouse gas rules, their decisions will significantly impact how SAF producers can utilize the Clean Fuel Production Credit provided by the Inflation Reduction Act. The coalition's recommendations aim to ensure that the regulatory framework supports the growth of the SAF industry while advancing the broader objectives of reducing greenhouse gas emissions in aviation.
