Air Liquide and TotalEnergies Partner in €1 Billion Investment for Green Hydrogen Production in Europe

Air Liquide and TotalEnergies have announced a major collaboration involving over €1 billion in investments to develop two large-scale electrolyzer projects for the production of renewable and low-carbon hydrogen in Europe. This initiative has the potential to avoid up to 500,000 tonnes of CO2-equivalent emissions annually.
The two projects, ELYgator and a joint venture electrolyzer, will leverage renewable electricity from TotalEnergies' offshore wind farms to produce hydrogen for industrial use, heavy-duty mobility, and refinery processes. These projects solidify Air Liquide's leading role in green hydrogen production and support TotalEnergies' commitment to decarbonizing its European refineries by 2030.
ELYgator: A 200MW Electrolyzer in Rotterdam
Air Liquide will build, own, and operate the ELYgator project, a 200MW electrolyzer in Maasvlakte, Rotterdam. With a production capacity of up to 23,000 tons of renewable and low-carbon hydrogen annually, ELYgator will supply TotalEnergies' industrial platform through a long-term contract. Air Liquide's existing hydrogen pipeline network will also enable the company to serve other industrial and heavy-duty mobility customers in the Netherlands and Belgium. The project will utilize renewable power from TotalEnergies' share of the OranjeWind wind farm and Power Purchase Agreements with Vattenfall from the Hollandse Kust Zuid offshore wind farm.
ELYgator has received support from the EU’s Innovation Fund and the Dutch IPCEI program and is expected to be operational by the end of 2027, subject to RFNBO regulations and requested subsidies.
Joint Venture for a 250MW Electrolyzer in Zeeland
Air Liquide and TotalEnergies are forming a 50/50 joint venture to develop a 250MW electrolyzer in the Zeeland province of the Netherlands. Powered by renewable energy from TotalEnergies' share of the Oranjewind wind farm, this project is projected to produce up to 30,000 tons of renewable and low-carbon hydrogen per year. The project is targeted for completion in 2029, pending final authorizations and investment decisions.
Both projects will utilize advanced electrolyzer technology manufactured by Air Liquide's joint venture with Siemens Energy.
The ELYgator project's support from the EU’s Innovation Fund, which is financed by the EU Emissions Trading System, underscores the importance of public-private partnerships in driving decarbonization initiatives. While the Innovation Fund provides support, the views expressed in connection with the project are solely those of Air Liquide and do not necessarily reflect the views of the European Union or CINEA. Similarly, the support provided by the Dutch IPCEI Hydrogen program, administered by the Dutch Enterprise Agency on behalf of the Ministry of Economic Affairs & Climate, highlights the role of national governments in fostering the development of a green hydrogen economy.
