Transnet Appoints Preferred Bidder for Development of Port of Cape Town Liquid Bulk Terminal

Transnet National Ports Authority (TNPA) has appointed FFS Tank Terminals (Pty) Ltd as the preferred bidder for a 25-year concession to upgrade and operate the liquid bulk terminal at the Port of Cape Town. This move marks a significant milestone in enhancing the port’s operational efficiency, particularly in the handling of chemicals and other liquid bulk commodities.

The new agreement will see FFS Tank Terminals invest R195 million (approximately US$10.8 million) into the facility to refurbish and upgrade terminal infrastructure. FFS Tank Terminals, an established player in the port’s liquid bulk precinct, brings over two decades of experience in managing a variety of liquid products, including chemicals, heavy fuel oil, and edible oils. The company’s selection through the TNPA concession process highlights its proven track record and ability to manage complex liquid bulk operations.

The Port of Cape Town plays a vital role in the logistics chain for the import and export of chemicals, making this concession crucial for the continued growth and competitiveness of the port. Chemicals such as industrial solvents, acids, and fertilizers are key to both the local and regional economy, and efficient handling of these products is critical. With FFS Tank Terminals taking over the management of the facility, TNPA expects the upgrade to enhance the port's capacity to handle an increasing volume of chemicals and other liquid bulk products, improving the overall efficiency and safety of the terminal.

In addition to improving operational efficiency, the concession aims to stimulate economic growth by creating jobs and fostering local supplier development. FFS Tank Terminals is a Level 1 B-BBEE contributor, which aligns with TNPA’s broader mandate to support sustainable economic development in South Africa. The company’s expertise in handling hazardous chemicals, coupled with its commitment to skills development and local employment, will contribute significantly to the growth of the local economy and the broader chemical industry.

Ophelia Shabane, TNPA’s Acting Port Manager for the Port of Cape Town, emphasized that the appointment of FFS Tank Terminals is a strategic decision aimed at enhancing the port’s competitiveness, especially in the liquid bulk sector. The phased approach to appointing terminal operators in the Liquid Bulk Precinct also ensures that all terminals will eventually go through the concession process, promoting transparency and open competition in line with the National Ports Act.

As part of the ongoing infrastructure development at the port, this concession will support the growing demand for chemical storage and handling, enabling the Port of Cape Town to maintain its role as a key hub for the chemical sector in southern Africa.
