PCC Group to Construct Chlor-Alkali Plant at Chemours Titanium Dioxide Facility in DeLisle

The Chemours Company has announced a partnership with the PCC Group (PCC) to establish a chlor-alkali facility at Chemours' titanium dioxide (TiO2) plant in DeLisle, Mississippi. Under the agreement, PCC will build and operate the facility, which is set to feature state-of-the-art technology to enhance energy efficiency. The plant is designed for an annual nameplate capacity of up to 340,000 metric tons and will produce chlorine for Chemours, along with caustic soda as a co-product to be sold by PCC to strategic partners and the open market. The project remains subject to customary conditions precedent. Construction is scheduled to commence in early 2026, with operations expected to begin in 2028.
Denise Dignam, President and CEO of Chemours, highlighted the strategic significance of the collaboration: “This partnership represents a key milestone in our Pathway to Thrive transformation, enhancing supply reliability with on-site chlorine production at our DeLisle TiO2 facility. With no upfront financial commitment required from Chemours, this initiative will lower our manufacturing costs and strengthen our position as a trusted TiO2 partner. It also reflects our longstanding dedication to the Mississippi Gulf Coast community, which we have been proud to call home for nearly 45 years.”

The project is poised to generate significant economic benefits, creating numerous opportunities for the local workforce. PCC will hire full-time skilled personnel to operate the facility, while the construction phase is expected to generate up to 1,200 temporary jobs.
