On July 31, 2024, the Northern Territory Government and Vopak signed a memorandum of understanding (MoU) to work together on creating shared infrastructure, including a CO2 import terminal, at the Middle Arm Sustainable Development Precinct in Northern Territory, Australia. This MoU outlines the cooperation between the government and Vopak to advance the construction of CO2 import, storage, and handling facilities in Darwin.

Eva Lawler, Chief Minister of the Northern Territory, expressed enthusiasm about the partnership: "The Lawler Labor Government is dedicated to advancing the Middle Arm Sustainable Development Precinct, a strategic area designed for cutting-edge manufacturing and green energy production. Carbon Capture, Utilization, and Storage (CCUS) is a crucial part of the circular economy vision for this precinct. Partnering with Vopak, who have been instrumental in enhancing energy security and economic development in the Northern Territory for nearly 20 years, is a thrilling development. This project supports our goal of achieving a $40 billion economy by 2030 and transitioning to net zero by 2050. It also taps into Vopak's global expertise to help accelerate the global energy transition."

Paul Kanters, Managing Director of Vopak Terminals Australia, highlighted the significance of the project: "For almost two decades, Vopak has played a key role in boosting energy security and economic growth in East Arm, near Darwin. This new project demonstrates our commitment to continued expansion and our role in supporting decarbonization efforts for both the Northern Territory and Australia. We are excited to work with the Northern Territory Government on this initiative, which aligns with Vopak's global strategy to develop infrastructure solutions that accelerate the energy transition."

The CO2 import, storage, and handling infrastructure will be designed to efficiently manage the import, storage, and distribution of carbon dioxide. This shared facility will be accessible to various companies, aiding in the management of CO2 emissions. It will handle CO2 from multiple sources, including industrial plants that capture CO2 to prevent atmospheric release, as well as CO2 from neighboring countries. After import, the CO2 will be safely stored in large tanks until it is transferred to a permanent destination, such as underground storage for Carbon Capture and Storage (CCS) or utilized through recycling processes (CCUS).
