India’s Goa Unveils Agricultural Policy Aiming for 75% of Population to Return to Farming

In a bold move to revitalize its agricultural sector, the Goa government launched the Goa State Amrit Kaal Agricultural Policy, 2025, on Tuesday, February 12. The policy sets an ambitious target of encouraging 75% of the state's population to return to farming, offering substantial subsidies and a comprehensive framework for modernizing and sustaining agriculture in the state.

"The policy's primary objective is to encourage 75% of Goa's population to return to farming," stated Sandeep Faldesai, Director of Agriculture, emphasizing the government's commitment to reviving the sector. He highlighted that Goa already offers some of the highest agricultural subsidies in India, ranging from 70% to 90%, providing significant financial support to farmers.

A key highlight of the policy is the strict ban on converting agricultural land, particularly paddy fields, for non-agricultural purposes. This measure aims to protect Goa's scenic landscapes and valuable agricultural land from the pressures of rapid urbanization and the booming real estate market. Chief Minister Pramod Sawant stressed the importance of preserving Goa's green cover, stating, "It is our responsibility to maintain green Goa."

The Goa Amritkal Agriculture Policy outlines a 10-year vision, aligning with national agricultural goals and global commitments to sustainable farming. It incorporates over 3,751 suggestions received from various stakeholders, including farmers, village panchayats, and local organizations, ensuring that the policy addresses the diverse needs of Goa's agricultural community.

The policy emphasizes the adoption of modern farming techniques, including vertical farming, hydroponics, aeroponics, and aquaponics, to enhance productivity and sustainability. It also promotes the cultivation of new cash crops like avocado, rambutan, grapefruit, and pomelo, alongside traditional crops like cashew, mango, and areca nut.

To support farmers, the policy proposes the establishment of a Farmer Welfare Fund Board and a special distressed farmers welfare fund. It also aims to introduce innovative financing models, such as micro-financing and crowd-funding, to provide farmers with greater access to capital.

The government has acknowledged the challenges and committed to reviewing the policy's implementation every month. Chief Minister Sawant affirmed, "We will implement this policy within the next 10 years and will make sure it is implemented in entirety."

The Goa Amrit Kaal Agricultural Policy, 2025, represents a significant step towards transforming Goa's agricultural sector into a modern, sustainable, and inclusive pillar of the economy. By encouraging a return to farming, preserving agricultural land, and promoting innovative practices, the policy aims to create a greener, more self-sufficient Goa, where farmers thrive, and the state's rich agricultural heritage is protected for generations to come.
