Dubai Introduces Ban on Plastic Straws and Expanded Polystyrene Foam Food Containers

Starting on January 1, 2025, Dubai has enacted an expanded ban on single-use plastic products, building upon previous restrictions. This new phase of the ban includes plastic straws, stirrers, cotton swabs, table covers, cups, and expanded polystyrene foam containers, which are commonly used for takeaway food. This move is part of the second phase of a comprehensive three-phase ban first introduced in late 2023. The new regulation, issued by the Crown Prince of Dubai, prohibits the import and trade of single-use plastic products, regardless of whether they are made from virgin or recycled materials.
The first phase of the ban, effective January 1, 2024, focused on banning single-use plastic bags. Following that, a ban on non-plastic single-use products, such as single-use bags, is set to take effect on June 1, 2024. The final phase of the ban, slated to begin on January 1, 2026, will target additional single-use plastic items such as plastic plates, food containers, plastic tableware, and beverage cups with plastic lids. These measures are part of Dubai’s broader initiative to address the environmental impacts of plastic pollution and move toward a more sustainable future.
Exemptions to the ban have been put in place for certain products, including single-use thin films used for packaging meat, fish, vegetables, fruits, grains, and bread. Garbage bags are also exempt, as well as products intended for export or re-export outside the UAE. However, these exempt products must be clearly labeled to indicate their purpose for export or re-export, ensuring that they do not enter the local market. This regulation aims to ensure compliance with local market restrictions while still accommodating international trade.
The primary goal of this regulation is to protect the environment by encouraging the public and businesses to adopt more eco-friendly lifestyles and practices. The ban is designed to promote the use of reusable products and support the UAE’s commitment to sustainable development and environmental preservation. Additionally, the initiative is intended to advance the circular economy by encouraging businesses to promote and adopt recycled products, fostering sustainable practices within the local markets.
The Dubai government outlined these objectives in a statement issued on December 31, 2023, through the Emirate News Agency (WAM). The government emphasized that the ban is a critical element of the city’s larger environmental strategy aimed at reducing plastic waste and building a culture of sustainability. By limiting the availability of single-use plastics, the authorities hope to inspire both residents and businesses to transition to more sustainable alternatives, reinforcing the UAE's broader environmental goals and global commitment to sustainability.
