The Canadian International Trade Tribunal (CITT) has officially commenced a final inquiry to investigate whether the alleged dumping of corrosion-resistant steel sheet originating from the Republic of Türkiye has caused, or threatens to cause, injury or retardation to Canada's domestic steel industry. The inquiry specifically names Borçelik Çelik Sanayi Ticaret A.S. as the exporter under scrutiny.

This significant step follows a notification received by the CITT from the Canada Border Services Agency (CBSA), which had earlier issued a preliminary determination regarding the dumping of these steel products. The CBSA's preliminary findings suggested that Turkish corrosion-resistant steel sheet was being sold in the Canadian market at prices significantly lower than their normal value, a practice known as dumping.

The timeline for this crucial inquiry has been set, with the CITT expected to render its decision on whether the dumping has caused injury or retardation, or poses a threat of injury, to the domestic industry by August 15, 2025. This decision will have significant implications for the trade relationship between Canada and Türkiye concerning corrosion-resistant steel sheet.

The CITT, an independent quasi-judicial body, is now tasked with conducting a thorough examination of the evidence to determine the actual impact of these imports on Canadian steel producers. This inquiry will involve a comprehensive assessment of factors such as the volume of dumped imports, their impact on domestic prices, and any consequent injury experienced by the Canadian industry, including potential losses in market share, profits, and employment.

Interested parties, including domestic producers, importers, exporters, and other stakeholders, will have the opportunity to present evidence and arguments to the Tribunal. This process ensures a fair and transparent investigation, allowing all sides to contribute their perspectives on the matter. The Tribunal will carefully consider all submissions before reaching its final conclusion.

Corrosion-resistant steel sheet is a vital material used in a wide range of applications across various sectors, including automotive manufacturing, construction, appliance production, and infrastructure projects. The outcome of this inquiry could influence the competitive landscape of these industries in Canada.

The Canadian International Trade Tribunal plays a critical role in Canada's trade remedy system. Operating independently and reporting to Parliament through the Minister of Finance, the Tribunal adjudicates cases involving dumped and subsidized imports, safeguard measures, federal government procurement complaints, and appeals related to customs and excise taxes. Additionally, the Tribunal provides expert advice to the federal government on broader economic, trade, and tariff-related issues when requested.
