The government of Alberta is set to introduce a series of stringent regulations for the province’s coal mining sector, focusing on environmental protections and long-term sustainability. The regulations will include a ban on mountaintop removal mining and substantial hikes in coal royalties.

The new regulations are being introduced under the Coal Industry Miners Initiative (CIMI), which aims to create a robust legislative and regulatory framework for coal development that balances economic benefits with environmental safeguards. These changes are informed by the findings of the 2021 Coal Policy Committee and are designed to align with the principles set out in Alberta’s 1976 Coal Development Policy.

A key focus of the regulations is the protection of Alberta’s water resources, particularly from pollutants such as selenium, which are often released into water systems as a result of coal mining. Selenium contamination has been a significant environmental concern, with the potential to harm aquatic ecosystems and biodiversity. The new regulations will mandate that mining operations adhere to best water management practices and employ advanced technologies to prevent the release of selenium and other harmful substances.

Mountaintop removal mining, a controversial practice that involves blasting away mountain tops to access coal seams, will be prohibited under the new regulations. The government will also impose a ban on new open-pit coal mines in the Eastern Slopes, a region known for its sensitive ecosystems and water resources. This is in line with the province's commitment to protecting its natural environment while still recognizing the economic value of its coal resources.

The Alberta government’s decision to raise coal royalty rates for new mines is another significant aspect of the forthcoming regulations. By increasing the royalty rates, the government aims to ensure that Albertans are fairly compensated for the extraction of their natural resources. The royalties will also help fund environmental restoration and other protective measures.

In early 2025, Alberta Energy and Minerals will begin targeted engagement with industry stakeholders, including coal companies, environmental groups, and local communities, to discuss the new regulations and coal royalty rates. This dialogue will be crucial in ensuring that the mining sector understands and complies with the heightened standards, while also addressing the concerns of those impacted by mining activities.

The proposed regulations are a direct response to growing concerns over the environmental impacts of coal mining, especially in the wake of public opposition to certain mining projects in the province.
